I know it's not a cocktail bar per se and I'm not venturing outside my neighborhood, but Jacob's Pickles on the UWS has excellent Deviled Eggs. Made with Pickled Mustard Seed, Smoked Paprika, Micro Arugula. Very excellent indeed.
I always order deviled eggs when they are on the menu and I'm usually never disappointed. Even the simply prepared ones are good. The only time I am disappointed is when they come out refrigerator cold and taste like they were premade the day before. It's a rare occurrence, but it happens from time to time.
outside of NY, Chef Craig Riker's deviled eggs at the new Finch & Fork in Santa Barbara, CA are the best... topped with smoky, tender pork belly. Worth the plane ride :)
